He was born on December 23, 1972 in Nicosia. Baykan completed his primary and secondary school education in Nicosia and his high school education at Nicosia Turkish High School. He graduated from Anadolu University, Faculty of Economics, Department of Economics in 1997. He completed his master's degree at Near East University, Department of Human Resources Management in February 2013. In the spring semester of 2013-2014, Baykan started teaching Business Administration, Financial Accounting and Public Finance courses as a lecturer at the Department of Business Management, Faculty of Economics and Administrative Sciences, Near East University. In 2014, Baykan started to work as the Business Administration Turkish Program coordinator and head of the Accounting and Tax Applications Department. Baykan completed his PhD Program on Educational Economics at Near East University in 2018. Dr. Baykan received the title of assistant professor in the Department of Business Administration in 2019. Asst. Prof. Dr. Baykan started to serve as the Head of the Human Resources Management Department in the 2020-2021 Fall Semester. He gave in-service training programs in the field of Financial Accounting within the Near East University, and many national seminars and courses on Financial Management and Auditing, Financial Accounting, Cost Accounting and Human Resources Management, Strategic Human Resources Management under the Near East University Lifelong Education Center. Asst. Prof. Dr. Baykan served as a jury member in the TRNC Ministry of National Education and Culture Vocational Technical Education Department inter-high school computerized accounting competitions every year from 2014 until the pandemic period and afterwards. He has scientific articles and academic studies in the fields of Human Resources Management, Educational Economics, Economic Growth, Public Finance, Accounting and Business Management. His academic studies continue in the fields of public finance and accounting.
