Dr. Assel Tutumlu (Rustemova) is an accomplished academic professional with a strong background in International Relations, specializing in Global Affairs. Born on June 24, 1979, she received her Bachelor's degree in International Relations from Al Farabi Kazakh State University in 2001, followed by a Master's degree from American University and New School for Social Research in 2003. In 2012, she earned her Ph.D. in Global Affairs from Rutgers, State University of New Jersey.

Dr. Tutumlu has been a dedicated educator, serving as an Assistant Professor since July 29, 2013, in Kazakhstan. Throughout her academic career, she has supervised numerous Master's and Doctoral theses, covering diverse topics in international relations and global affairs. Her research contributions include publications in esteemed international journals, such as Central Asian Survey, Security Journal, and Problems of Post-Communism. Dr. Tutumlu's work extends to various international conferences, where she has presented papers and participated in discussions. In addition to her research endeavors, Dr. Tutumlu has taken on significant administrative roles, including International Program Coordinator at the Near East Institute, Near East University. She has also been involved in various international projects, such as "What is New in New Authoritarianism?" funded by the Swedish Foundation for Humanities and Social Sciences. As a member of prestigious organizations like the American Political Science Association, International Studies Association, and European International Studies Association, Dr. Tutumlu remains actively engaged in the academic community. Her dedication to teaching is reflected in the diverse courses she has offered, covering topics such as Research Methods, International Political Economy, and Modern History. Dr. Tutumlu's commitment to academia is further underscored by her numerous awards, including a Travel Grant from the Central Eurasian Studies Society and being invited as a Faculty Member for an Energy Politics course in Central Asia.
